22 Katakwi Parishes Left Out Of PDM Funding, Says LCV Chairman

KATAKWI DISTRICT – A total of 22 parishes in Katakwi District are currently not benefiting from the Parish Development Model (PDM) program, despite being part of the district’s administrative structure, LCV Chairman Hon Godfrey Omolo has confirmed.

Hon Omolo was responding to concerns raised by Minister of State for Education and Sports, Hon Peter Ogwang, about the management of PDM funds in the district.

He explained that the excluded parishes, out of a total of 109, had missed out on funding due to a lack of LC2 Chairpersons and interim leadership, which led to an error by the Ministry of Local Government (MoLG) in submitting data to the Electoral Commission.

“I am in constant touch with MoLG and I have been assured that starting this FY, those parishes would start getting PDM funds,” Hon Omolo said.

He added that he had indeed known that starting this FY, those parishes would start getting PDM funds, and he will make a follow up because he has just confirmed that even this year, those parishes are not yet funded.

Hon Omolo attributed the exclusion to the fact that the parishes have Parish Chiefs, but no LC2 Chairpersons, and elections were not conducted in those parishes.

“What they have is interim leadership, this is the very reason they missed out on PDM funding,” he explained.

He advised residents to benefit from their mother parishes when PDM funds come and clarified that PDM funds go directly to SACCA accounts, making it impossible for funds to be mishandled.

“On the allegation that funds for such parishes may be mishandled, we all know the funding architecture for PDM is that funds go direct to the SACCA account and not through the District, so it’s not possible for such to happen,” he said.

Hon Omolo pledged to bring the issue to Minister Ogwang’s attention through the CAO’s office, seeking a joint resolution to clear the communication and ensure the excluded parishes receive PDM funding.

“Let me bring the situation to the attention of the Minister through CAO’s office so that we clear this communication. I pray this issue is resolved soonest through joint effort from all of us.”
