Soroti District Chairperson-elect, Hon. Bob Owiny (B.O.B), has concluded a two-day high-level working visit to Kampala, marked by strategic engagements aimed at unlocking increased funding, improving service delivery, and strengthening administrative structures in Soroti District.

Pushing for Bigger Budget and Faster Development

During his visit, Hon. Owiny held a pivotal meeting with Patrick Ocailap, Deputy Secretary to the Treasury, at the Ministry of Finance, Planning and Economic Development headquarters.

Top on the agenda was the need to increase budgetary allocations to Soroti District, alongside securing more funding to fast-track the completion of critical district projects.

Hon. Owiny emphasized that enhanced financing is essential to accelerate infrastructure development and improve public service delivery across the district.

Health Sector Upgrade Tops Priority List

The Chairperson-elect also tabled urgent health sector concerns, calling for the fast-tracking of upgrades for key health facilities.

These include elevating Tiriri Health Centre IV to a district hospital, and upgrading Gweri, Dakabela, and Asuret Health Centre IIIs to Health Centre IV status.

Additionally, Hon. Owiny lobbied for the construction of Achuna Health Centre III in Tubur Sub-county, as well as the physical planning of Katine and Tubur Town Councils to support orderly urban growth.

The proposed interventions are expected to significantly improve access to quality healthcare services and enhance planning in emerging urban centres.

MoLG Orders HR Audit to Address Staffing Gaps

In a separate engagement, Hon. Owiny met with Benjamin Kumumanya, Permanent Secretary at the Ministry of Local Government, alongside Swizin Kinga Mugyema, Commissioner in charge of Local Councils Development.

Discussions centered on the district’s administrative structure, staffing gaps, human resource management, and strategies for recruitment. The issue of the district wage bill and capacity building for council members also featured prominently.

In a significant outcome, Mr. Kumumanya directed the Ministry’s Head of Human Resources to conduct a comprehensive HR audit for Soroti District and produce a report with actionable recommendations.

The move is expected to guide reforms aimed at strengthening institutional capacity and improving service delivery in the district.

Hon. Owiny’s visit signals an early and assertive start to his leadership, positioning Soroti District for improved funding, better health services, and stronger governance systems.
