KADUNGULU SUBCOUNTY-In an era when leadership is often measured by words, Hon. Hellen Adoa continues to define hers by access, action and accountability.
The Serere District Woman MP and Minister of State for Fisheries has once again reaffirmed her unwavering commitment to a people-first agenda — one firmly anchored in her rare ability to engage and work directly with President Yoweri Kaguta Museveni, the NRM Chairman.

Speaking to her constituents, Hon. Adoa presented not promises, but a ledger of service — tangible investments that speak to years of focused leadership.
Delivering Development, Not Declarations
Hon. Adoa outlined key milestones achieved through strategic lobbying and persistent engagement with central government. Among them is the securing of Shs 1 billion for road works, a critical boost to connectivity and commerce in Serere.
She further highlighted the upgrade of Serere HC1V to the Health Sub District Hospital, improving access to healthcare services, staffing and infrastructure.
Education remains close to her heart, with scholarships extended to first graders and continued support to students, including beneficiaries at Gulu University — a testament to her belief that knowledge is the most enduring investment.
A Leader Who Stands with the Community
Beyond infrastructure, Hon. Adoa’s leadership is visible in the everyday lives of her people. She has supported schools, churches and community groups, providing tents and chairs now used during public gatherings and social functions — small interventions with lasting social value.
Crucially, she has positioned herself as a shield for the vulnerable, assuring communities of her vigilance in protecting residents from any abuse by soldiers operating on the lake.
“My leadership is for everyone,” she emphasized. “I do not serve with discrimination.”
Securing the Future: Agriculture, Research and Climate Resilience
Looking ahead, Hon. Adoa spotlighted transformative investments aimed at future-proofing Serere’s economy. Under climate-smart agriculture, a valley dam has been constructed to support irrigation, enabling farmers to withstand erratic weather patterns and boost food security.
Her influence was also instrumental in the recapitalization of the National Semi Arid Agriculture and Animal Research Station, where direct engagement with the President resulted in a Shs 2 billion injection, restoring the institution’s capacity to support agricultural innovation.
As Serere weighs its choices, one narrative is increasingly clear: Hon. Adoa Hellen remains a steady hand, a trusted voice, and a proven conduit of development — a leader whose service is both personal and profound.
Vote action. Vote Accountability. Vote Hellen Adoa. 2026.
