KAMPALA— A fresh storm is brewing over the delayed upgrade of Ngariam County Hospital after Minister of Health Dr Jane Ruth Aceng Ocero revealed that funds meant for the project were released but allegedly withheld by officials, delaying a health facility expected to transform medical services in the area.

Speaking at a dinner held at Skyz Hotel in Kampala to celebrate the swearing-in of Ngariam County MP Hon Peter Ogwang, Dr. Aceng expressed frustration over the stalled project, saying the Ministry of Health had already fulfilled its obligations.


“We released the money for the hospital, but some people frustrated the process. We shall get to the bottom of this issue because we did our part and were let down by some individuals,” she said.
The revelation casts fresh scrutiny on officials accused of frustrating one of the most anticipated health projects in Ngariam County.

A Lifeline Delayed

The planned hospital upgrade has long been viewed as a critical intervention for residents who often travel long distances to access specialized medical care.
Local leaders have repeatedly argued that the facility would ease pressure on existing health centres and improve maternal healthcare, emergency services and treatment of chronic illnesses.

MP Ogwang Breaks Silence on Arrests

In a dramatic twist, Hon. Ogwang disclosed that action had already been taken against individuals accused of mishandling the funds.
According to the legislator, some officials who allegedly sat on the money meant for the hospital project had already been arrested.
“We cannot allow a few selfish individuals to sabotage services meant for our people,” Ogwang said.

The legislator, who has built a reputation around lobbying for development projects in Ngariam, said his focus remains on ensuring the hospital is completed and operational.

Minister Aceng Endorses MP Ogwang’s Leadership


Beyond the hospital controversy, Dr. Aceng used the event to heap praise on Ogwang’s leadership style, describing him as a strategic leader whose vision extends beyond immediate politics.
“Hon. Ogwang is a real leader. He thinks about his people at all times. He thinks five years ahead of you. You have the best MP ever. It is difficult to replace him,” she said.
Her remarks were interpreted by many at the event as a strong endorsement of Ogwang’s performance and influence, particularly after a term marked by lobbying for schools, roads, health facilities and youth empowerment initiatives in Ngariam County.
