Ngariam Memorial Technical Institute Takes Shape AS Minister Ogwang Rallies Development In Katakwi District

ADIPALA PARISH,NGARIAM SUBCOUNTY-The long-awaited Ngariam Memorial Technical Institute is finally becoming a reality, more than two decades after it was first promised, signaling renewed momentum in government service delivery in Katakwi District.

The institute, whose construction is being undertaken by the UPDF Engineering Brigade, was hailed as a landmark achievement by Hon. Peter Ogwang, the Minister of State for Education and Sports (Sports), who credited President Yoweri Kaguta Museveni for honoring his pledge 25 years later.

“Ngariam Memorial Technical Institute is a Presidential pledge which was made more than 25 years ago when armed Karimojong raided the internally displaced peoples camp and killed more than 38 people. But some people wanted it to be relocated and yet this is like a monument in memory of people who were killed. How do you explain the relocation of a memorial site where the killings never took place?” ,Hon Ogwang asked.

Hon. Ogwang said the technical institute will equip young people in Ngariam County with practical skills, reduce unemployment, and spur local economic transformation.

Deputy RDC Applauds Ogwang’s Leadership

Speaking during a community engagement at Adipala Parish in Ngariam Sub-county, the Deputy Resident District Commissioner,Otuke District , John Francis Okwameri, praised Hon. Ogwang for his “visible and people-centered leadership” in Katakwi District.

Okwameri noted that Ogwang has played a key role in the creation of new villages and parishes, a move that has widened access to government programs, particularly the Parish Development Model (PDM).
“Because of this administrative expansion, more people are now directly benefiting from government initiatives aimed at wealth creation and poverty reduction,” Okwameri said.

Boost In Communication, Gaps Remain


The Deputy RDC also commended Ogwang for lobbying MTN Uganda to install a mobile phone booster  in the area, significantly improving network connectivity in Adipala Parish and surrounding communities.

However, local leaders used the opportunity to highlight persistent challenges.

Olinga Noah, the LC1 Chairperson of Adipala Village, cited poor road infrastructure, lack of clean and safe water, and inadequate education facilities as major setbacks affecting the community.

Minister Ogwang Promises School, Roads and Power

In response, Hon. Ogwang pledged to prioritize the construction of a government-aided primary school in Adipala Parish and to push for government takeover of St. John Primary School to ease the burden on parents.

On roads, the minister urged district leaders to expedite works, noting that government funds for road maintenance had already been released. He further announced that Adipala Parish is earmarked for connection to the national electricity grid under the rural electrification program.

Hon. Ogwang used the occasion to publicly thank President Museveni for fulfilling his long-standing promise on the Ngariam Memorial Technical Institute, describing it as a testament to the President’s commitment to the people of Teso.
“This institute will change lives. It is proof that government listens, even if it takes time,” Ogwang said.

Residents of Adipala Parish expressed optimism that the pledges made will translate into tangible change. With improved education, roads, electricity, and skills training on the horizon, the community believes it is on the path toward sustainable development.

For many, the rising structures of the Ngariam Memorial Technical Institute are not just buildings—but a symbol of long-delayed hope finally taking shape.
