“Security is the foundation of everything else—education, health, and development,” he told residents

BISINA PARISH, NGARIAM SUBCOUNTY-As the 2026 general elections draw closer, peace and security have emerged as the central currency of political persuasion in Ngariam County,Katakwi District.
On the dusty village paths of Apuuton and across the open grounds of Bisina Parish, Hon. Peter Ogwang, Minister of State for Education and Sports and NRM flag bearer for Ngariam County, anchored his campaign on a single message: stability must not be taken for granted.
Remembering A Troubled Past
Addressing residents during community engagements in Bisina Parish, Ogwang urged voters to reflect on Ngariam’s history of insecurity, when cattle raids, displacement, and fear defined daily life. He reminded locals that peace was not accidental but the result of deliberate state intervention.
“The calm you see today came through sacrifice and leadership,” Ogwang said, cautioning residents against leaders who, in his view, lack the capacity to safeguard security.
Linking Security To National Leadership
Ogwang credited President Yoweri Kaguta Museveni and the NRM government for restoring stability in Karamoja and its neighboring areas, arguing that Ngariam’s peace is inseparable from national security decisions.
He emphasized that the continued presence of security forces has allowed communities to return home, rebuild livelihoods, and resume normal economic activity.
“Security is the foundation of everything else—education, health, and development,” he told residents.
Youth At The Center Of The Message
A notable part of Ogwang’s address focused on young people, whom he urged to resist political manipulation that could drag them into confrontation with security agencies. He warned that reckless politics risk undoing years of stability and progress.
“Your future depends on peace,” Ogwang said, appealing to the youth to protect it through responsible choices at the ballot.
Voices From The Community
Residents who attended the meetings echoed Ogwang’s sentiments.
Mary Atero from Apeleun Parish said the return of peace had restored dignity and hope to families that once lived in fear.
“We want leaders who protect us and deliver services,” she said, pledging support for the NRM ticket.
Meanwhile, Mark Opolot of Bisina Parish said the community had learned hard lessons from past instability and would prioritize leaders committed to security. He promised to mobilize fellow voters to back President Museveni and Ogwang.
Confidence Ahead of 2026
With election day set for January 15, 2026, optimism among NRM supporters in Ngariam appears high. Many residents say peace has reshaped their political priorities, making security the decisive factor at the polls.
As campaigns intensify, Ogwang’s message suggests that in Ngariam County, the battle for votes may ultimately be decided less by rhetoric—and more by memories of what life was like before peace returned.
