KAMPALA CELL,KATANGA WARD-Ngariam County MP and State Minister for Education and Sports(Sports), Hon. Peter Ogwang, has unveiled an integrated development agenda for Katakwi Town Council, blending healthcare expansion, urban planning, infrastructure development, utilities, and sports commercialization in a strategy aimed at transforming the fast-growing town Council into a well-serviced urban centre.
Speaking during a campaign engagement in Kampala Cell in Katakwi Town Council, Hon Ogwang said the approach is designed to ease pressure on overstretched public services while laying a firm foundation for sustainable growth.
Health Services: Decongesting Katakwi General Hospital
At the centre of Minister Ogwang’s plan is improved access to healthcare. He pledged to personally facilitate the purchase of land for the construction of a Health Centre III within Katakwi Town Council, noting that residents currently rely solely on Katakwi General Hospital, which serves the entire district and neighbouring areas.

The proposed facility, he said, will bring essential services closer to the people while reducing congestion at the referral facility.
“Healthcare services must be taken nearer to the population if we are serious about quality service delivery,” Ogwang told residents.
Urban Planning: Unlocking Investment Through Order
Ogwang also turned attention to the physical planning of Katakwi Town Council, urging town leadership to fast-track completion of the planning process.
He described proper planning as a prerequisite for attracting government funding, infrastructure projects, and private investment.
According to the minister, orderly planning will prevent uncoordinated development and position the Town Council to benefit from national urban support programmes.
Roads, Power and Water Take Centre Stage
Beyond planning, Ogwang outlined practical infrastructure commitments, including the tarmacking of additional town roads to improve mobility and trade, and the completion of rural electrification to ensure full coverage within the Town Council.
He further pledged to extend piped water to underserved areas, acknowledging water access as a persistent challenge for many residents.
In a rare intervention, Ogwang also promised to clear pending water bills in the public taps for residents, instructing locals to compile outstanding balances. He revealed ongoing talks with the National Water and Sewerage Corporation aimed at reducing water charges.
“Bring me the pending water bills and I clear them,” he said, drawing applause from the crowd.
Sports Infrastructure: Turning Football into Business
Linking his national docket to local development, Ogwang announced plans to construct a perimeter wall around Katakwi Boma Grounds, a move intended to secure the facility and enable organized, revenue-generating sports activities.
“Football is no longer just recreation; it is a business,” Ogwang said, explaining that improved sports infrastructure can nurture talent, host competitive matches, and generate income for maintenance and youth development.
Residents Welcome a Practical Agenda
Residents who attended the engagement welcomed the proposals, describing them as realistic interventions that speak directly to Katakwi Town Council’s immediate needs. Many noted that the emphasis on health, water, planning, and income-generating sports reflects a shift from rhetoric to service-focused leadership.
As Katakwi Town Council continues to expand, Ogwang’s agenda places service delivery, infrastructure, and organised growth at the heart of his campaign message.
