Government Sets Stage For Livestock-Based Livelihood Revival

The long-awaited government restocking programme is set to roll out in the Teso, Acholi and Lango sub-regions, marking a renewed push to rebuild household livelihoods through livestock support. The programme is part of wider post-conflict and poverty-reduction interventions targeting rural communities.

Minister Ogwang Relays Government Commitment

While addressing residents at a rally in Adungulu Parish, Okore Sub County, the Minister of State for Education and Sports (Sports) and Ngariam County MP, Hon. Peter Ogwang, announced that government has allocated Shs 76 billion to kick-start the initiative. He clarified that the programme is a government intervention, aimed at restoring productive assets to vulnerable households.



Programme To Reach Millions Of Households

The restocking initiative is expected to benefit more than 1.6 million households across the three sub-regions, improving livelihoods through livestock provision and supporting income generation, nutrition and food security.

Under the approved allocations, Lango sub-region will receive about Shs 28.4 billion, Acholi Shs 23.3 billion, while Teso takes Shs 24.2 billion, distributed based on population and household data.

Clear Guidelines Issued


According to Ogwang, government has already issued operational guidelines to guide the identification and registration of beneficiaries. The guidelines are intended to ensure transparency, fairness and accountability in the selection process.

Local Leaders Tasked With Registration

Ogwang called on Local Council leaders to play an active role once districts give clearance. He emphasized that LCs are best placed to identify genuine beneficiaries at grassroots level.
“Once the district gives the go-ahead, I want LC leaders to register all eligible people,” he said.

The restocking programme is expected to benefit farmers and pastoralists by providing livestock, a key economic asset in the region. Officials say the initiative will strengthen household incomes, improve nutrition, and enhance food security across the three sub-regions.

Residents have welcomed the announcement, viewing the programme as a timely intervention to cushion communities against poverty and economic shocks. Government officials say successful implementation will depend on community cooperation and adherence to the issued guidelines.
