OPINION: Responding To False Allegations By Deputy RDC -Kumi

Greetings to all citizens of this country. Permit me respond to defamatory statements which have been labeled on me by the Deputy Resident District Commissioner (RDC) Kumi District. 

First, I wish to clearly state that Mr Kyomya is a liar and deserves to be rewarded for that. 

KANYUM TOWN COUNCIL  LAND.

 It’s on record that I have been one of the champions to protect government land in Kanyum town council. When rumors about sale of government land started emerging, I personally attended council sitting in Kanyum town council on 26th June 2024. In my remarks, I advised the town council leadership against leasing government land. I clearly stated that any land leasing in Kanyum should go through the right procedures. My advise was captured in the council minutes of 26th June 2024. Important to note is, I am neither LC 3 of Kanyum town council nor town clerk . I am not a councilor in the town council council neither do I own a plot on the said land. So in which capacity was I taking an Envelope to Mr Kyomya ? I only advised Mr Kyomya to investigate Kanyum land issue slowly since the issue was picking up during NRM party primaries and other candidates could be using it against their opponents in the LC 3 race and ward councillors. It was also important to investigate which minute that council used to lease land in comparison with the time of the cabinet resolution.

 MR KYOMYA’s PERSONALITY

Allow me point out clearly here that the deputy RDC Kumi has no culture of working with other stakeholders. He is Bossy , Rushy and Authoritative. Early this year, Mr Kyomya wrote reports to the region accusing by then DPC Kumi and the current DISO for not working well with him. A meeting was convened on 19th of June 2025 chaired by the RISO . I attended that meeting in the office of the RDC and I am the one who gave closing remarks. Mr Kyomya failed to prove all allegations he had put against the Said officers. Instead he was found to be having issues in his work relations. 

Earlier on, Mr Kyomya had issued a directive that CAOs letters to different offices should equally be copied to him as deputy RDC. The CAO was very clear that Mr Kyomya is a deputy and there is no way CAO’s office can copy a letter to RDC and again to his deputy. 

ARRESTS 

Mr Kyomya loves showing off and wants his presence and authority to be felt. This has made him conduct unlawful arrests of innocent people. Sometime in 2024 , Mr Kyomya arrested Mr Itiakorit Edmond a parish chief of Oladot during a baraza. The community was clear that the said chief had no issue but rather the issue of soliciting money from PDM beneficiaries was done by some members of the SACCO executive and PDC, Deputy RDC insisted on bringing Mr Itiakorit to CPS. Itiakorit finished close to two weeks in police innocently yet even DPP’s office found no case against him. That arrest was in addition to many arrests he had conducted of parish chiefs creating fear among staff. 

REMARKS OVER TEACHERS STRIKE.

When UNATU announced a nationwide strike over low pay which commenced on 15th of September, Mr. Kyomya quickly made threats to arrest teachers . Threats that even the head of state had not made. While we were trying to persuade teachers to go back to class, the deputy RDC was intimidating them.

   ARRESTS OF THE ASST ENGINEER AND WATER OFFICER.

   It’s true that the Kanapa water project is long over due. Unfortunately this project was awarded from the centre under the Local Economic Growth PROGRAM ( LEGS) Practically the district had little to do. As a district, the CAOs office kept writing letters to the centre about the delay of the contractor to complete the project but Kampala paid Deaf ear. Many districts across the county have kept appealing to Kampala against hybrid projects but it seems there are people benefiting from these projects hence they don’t want to decentralize contract award processes that would enable districts to be fully in control of these projects. So Mr. Kyomya was accusing a wrong person. I expected him as representative of the central government to hv written to IGG to investigate awards of these projects to contractors that have problems in executing projects by the centre. 

ON ONGINO LOW COST SEALING ROAD.

 Like I said at the beginning, the Deputy RDC is very “rushy” in his methods of work. He does not take time to ask questions and get proper answers before taking decisions.

 RAMATHAN road in Ongino town council was earmarked for low cost sealing at a cost of 900m. That project was meant to start in the financial year 2022/23 and end in 2023/24. ( For two financial yrs ) Unfortunately the central government did not send money the way it had planned . In the first financial year, 350M was to be sent but instead only 150 was sent. The following financial year , 2023/ 24, out of 550M which had initially been planned to be released, only 225M was released. Last financial year, government was reverting UNRA which used to control road fund back to ministry of works, so money was sent in quarter 4 which money is still being utilized.

Therefore Mr. Kyomya as central government representative in the district, I expected him to be writing reports on the challenges faced by the district and asking the centre to be sending budgeted monies in time and in right amounts. Also to note is that road works are sometimes delayed to lack of some equipment’s. For instance, an excavator is only one shared by the entire Eastern region so district keep requesting for it .

Also there is sharing of available equipment by the two entities ie, the district and municipality yet monies come at the same time and financial year ends at the same time.

ON FIGHTING  CORRUPTION 

All what I can say here is that iam happy that God is aware of mr Kyomya’s moral authority to fight corruption. That will be confirmed to us on judgement day in heaven. We wait to be witnesses.

CONCLUSION: Mr. Kyomya was given to care take the office of the RDC when Mr Hudu Hussein resigned to go and contest as MP in Mbale . I believe his unlawful arrests and threats to teachers were meant to capture madia attention and send a message to the SECRETARIAT and appointing authority that he is not only suitable to act but to be promoted.

Unfortunately the very week those arrests were made and newz was circulating everywhere, the president’s office deployed another full RDC to Kumi , reverting Mr Kyomya back to his position of deputy. 

  Mr. Kyomya is blackmailing me on Kanyum simply because I read executive report which equally highlighted his weaknesses and poor methods of work. He Forgets that the report is a committee report not mine as an individual. I only present it because by law the vice chairperson is the leader of government business in all district councils. I strongly believe the deputy RDC needs to go for re-tooling to understand how to manage society.
